Transformative Agreement signed between CSIC and Cambridge University Press, funding the publication of OA articles from 2020
The Unidad de Recursos de Información Científica para la Investigación (URICI), representing the Spanish National Research Council (Consejo Superior de Investigaciones Científicas (CSIC)), has signed in November 2019 a new contract with Cambridge University Press, called "Read & Publish", which gives access to the reading of all CUP journals and, in addition, allows authors to publish in OA in ALL the journals of this publisher. These are both the so-called hybrids (which publish part of their articles in subscription mode and others in Open Access) and the golden ones, i.e. those that publish all their OA articles, and the reader (or library) does not pay for access to any of their contents.
This "Read and Publish" model covers 100% of the publication fees (APCs) for a limited number of 40 articles per year. If this annual limit is exceeded, the agreement will cover 90% of the cost of publication of the article, with the remaining 10% to be paid by the author. The annual payment that URICI makes to Cambridge University Press for the CSIC community to read its more than 400 journals, has become payment to publish articles from this community in Open Access.
This is the second agreement of this kind reached by URICI, fulfilling the objectives set in its Action Plan: "Transformation of the business model of scientific communication of CSIC results / Transition of the current subscription licenses to the new open access paradigm". Moreover, the agreement is part of CSIC's commitment to open access as stated in its Mandate 2019.
