Throughout 2024, the CSIC and CRUE (Spanish Universities) have been working to renew the four national Publication and Reading agreements reached with ACS, Elsevier, Springer Nature and Wiley for the period 2021-2024. The renewal of these agreements for 2025 and consecutive years has followed different rhythms and results. The status, as of February 19, 2025, is as follows:

Springer Nature

The agreement covers the period 2025-2027. It includes the reading of the entire SPRINGER+ADIS label portfolio and the eligibility of publication for the same titles, covering publication only in hybrid format. The publication quota is set at around 250 articles/year. All information on the titles for reading and publication is available here.

The operation of this agreement from PROA is complete.

Wiley

The agreement with Wiley covers the period 2025-2028. It includes the reading of the complete portfolio of journals from the publisher Wiley (Data Base Model). The publication is eligible for all hybrid titles from this publisher, plus a small number of APCs on gold titles (full OA) from Wiley. In 2025, 331 hybrid articles and 27 gold articles will be covered. These numbers will increase over the following years. All information on the titles for reading and publication is available here.

IMPORTANT: this publisher will not open its APC management platform until all the administrative procedures for the contract have been completed. This is estimated to be in mid-March. At that time, PROA will be able to immediately confirm the payment of the open access publishing option at no charge to the author. In the meantime, CSIC authors with articles accepted by Wiley in 2025 are advised to publish them in closed access, as URICI will subsequently proceed to convert all of them to OA, covered by the 2025-2028 agreement.

American Chemical Society

The agreement with ACS covers the period 2025-2027. It contemplates the reading of the editor's complete portfolio and the eligible publication of all hybrid and gold titles in this editor. The number of publishable articles is unlimited. All information on titles for reading and publication is available here.

IMPORTANT: this editor estimates that it will open its APC management platform during the week of February 17-23. At that time, PROA will be able to immediately confirm the payment of the open access publication option at no charge to the author. For articles that have been accepted by ACS since January 1, 2025 and that have been published in closed format, URICI will be responsible for converting them to OA under the 2025-2027 agreement.

Elsevier

This editor at CRUE-CSIC consumes the highest percentage of the budgets allocated to information resources. The CSIC-CRUE negotiating committee has proposed, as a result of the analysis of the 2021-2024 period, a reduction in the publication fee for the 2025-2027 period and, consequently, a significant decrease in the total amount to be paid. The editor has not accepted these requirements and, therefore, an agreement with Elsevier has not been reached for the moment. For this reason, open format publication assumed by the OA Publication Support Program (PROA) is not and will not be available if current circumstances do not change.
